You need to be more specific on your hardware.
This game is quite demanding even if it doesn't look that way.
As WhodaThunk said, even with higher-end hardware it's difficult to get 60fps. I'm currently running the game with a 5600x+RX5700XT.
I can get 90 to 120fps with all settings set to 2 (medium?). If it's unplayable even when you turn everything down, then again, you'd need to get yourself a system upgrade.
Or in the long run, just wait for MrDrNose to optimize the game.
